How Caltrain Responds to Service Disruptions

Caltrain works to restore service safely and as quickly as possible. The length of a delay depends on the type of incident and the response required from emergency personnel and railroad staff. 

Incidents generally fall into four categories:
  • Vehicle incidents
  • Mechanical issues
  • Police activity, medical emergencies
  • Weather, other natural events

In some situations, this process may result in brief delays before notifications are sent. Caltrain actively monitors system performance and continues to refine these tools to improve the accuracy, consistency and timeliness of customer communications.

Estimated delay: Up to 1 hour and 45 minutes (full-service restoration may take several additional hours)

When a vehicle incident or medical emergency occurs, train service in the affected area stops immediately. Emergency responders including police, fire, and medical personnel respond to the scene. A formal investigation must be completed before service resumes.

The train involved must remain in place until authorities complete their work. Relief crews may need to travel to the scene.

Traffic conditions and personnel availability can vary depending on the location and time of day.

To restore service, Caltrain may:
  •    Operate limited or hourly service
  •    Move service to another platform than normally scheduled
  •    Adjust stopping patterns
  •    Establish a bus bridge between stations (if necessary)
  •    Reroute trains when possible

Out of respect for those involved, customers are asked to remain mindful that these incidents may involve serious injuries or fatalities.

Mechanical issues can occur despite regular maintenance of both electric and diesel equipment.

When possible, train engineers stop at a station to assess the issue. If a train cannot continue under its own power, dispatchers coordinate next steps.

Service recovery may include:
  •    Sending a rescue locomotive
  •    Dispatching another train set and crew
  •    Transferring passengers to another train

When an incident involving passenger conduct or public safety occurs, train service in the affected area may pause while the situation is addressed. These incidents can include fare disputes, removing passengers from trains or station property for disorderly conduct, or emergencies such as fires along the rail corridor. 

Emergency responders or law enforcement may request that rail traffic be held in a specific area until the scene is safe. During this time, trains may remain stopped or operate at reduced speeds.

  •    Temporarily hold trains in the affected area
  •    Adjust stopping patterns
  •    Move service to another platform than normally scheduled
  •    Establish a bus bridge between stations if necessary
  •    Implement contingency service plans to maintain limited service

Passengers will receive updates through conductor announcements, station announcements, platform signs and social media as information becomes available. Caltrain works closely with public safety agencies to resolve these situations and restore service as quickly and safely as possible. 

Estimated delay: 15 minutes to 4 hours, depending on severity (full-service restoration may take several additional hours)

Weather and environmental conditions can affect train movement.

Examples include:
  •    High winds that bring down trees
  •    Flooding on tracks
  •    Extreme heat requiring reduced speeds and track inspections
  •    Earthquakes requiring reduced speeds and track inspections

Caltrain’s dispatch center manages all train movement along the corridor. During an incident, dispatchers:

  •    Coordinate with emergency responders
  •    Manage train spacing and schedules
  •    Arrange relief crews if required
  •    Coordinate bus bridges when necessary
  •    Ensure compliance with federal hours-of-service regulations

The Federal Railroad Administration limits the number of hours train crews may work. If a crew reaches its allowable hours during a delay, a replacement crew must travel to the location before service can continue.

Service recovery plans may change as more information becomes available.

For example, initial reports may require preparation for a bus bridge. Once responders assess the scene, track changes may become possible, eliminating the need for buses.

Buses are not staged for rail incidents. Operators and vehicles are requested based on availability, which can affect response time. 

Safety requirements, emergency response protocols and federal regulations guide every decision during a disruption.
