- All-In: $275 per employee annually. For municipalities/non-profits, all employees working 20+ hours per week assigned to your selected worksite(s) must be enrolled. For residential complexes, all residents 19+ must be enrolled. Minimum enrollment applies.
Tiered: Tiered allows organizations greater flexibility to enroll a subset of employees or residents. Pricing is based on total headcount and number of employees or residents enrolled. Minimum enrollment applies.

If you're considering GoPass, here are the program requirements:
- Your organization requires an administrator to manage passes, including adding and blocking passes in Clipper’s online portal.
- Participating employees and residents will need an Adult Clipper card.
- Participating employees and residents must complete an annual enrollment survey before passes can be loaded in the system.
- Annual headcount reporting is required for All-In participants.
- Terms and conditions can be found in the GoPass agreement (All-In, Tiered)
Who can purchase the GoPass?
The GoPass is available for businesses, educational institutions, students (through an agreement with their school), housing developments, and local government organizations. GoPass is not available for purchase by individuals.
Can students sign up for the GoPass themselves?
No, students cannot sign up for the GoPass individually. Instead, a school must enroll in the GoPass program.
If a company has remote employees but are not assigned to a worksite, do they need to be included in the headcount under the All-In Program?
No. If the employees are remote and not assigned to a worksite, they don’t need to be included in the eligible user headcount under the All-In GoPass program.
Is parking at Caltrain included in GoPass?
No, parking is not included and must be purchased separately.
Can the GoPass be used on other transit agency systems such as BART, SamTrans or VTA?
No, the GoPass is only valid on Caltrain.
How long does it take to receive GoPass after enrollment?
After we receive your signed Intent Form, we send the agreement and invoice within 5 business days. Once the signed agreement is returned, countersignature may take up to 5 business days. Payment must be received before GoPasses can be loaded, so timing will also depend on your organization.
Setup begins after we receive the primary portal contact information. Clipper typically completes backend setup and invites the organization to create an account within 5 business days, though delays can occur.
After we receive the contact information for the GoPass user enrollment survey confirmation email, we prepare the survey link for testing within 5 business days. Additional time may be needed if email setup or testing requires troubleshooting.
What do we need to do to sign up for the program?
To get started, GoPass participants must submit an Intent to Participate form.
GoPass Participants will then enter into an agreement (All-In, Tiered) with Caltrain, which details the responsibilities for issuing, tracking and reporting on the status of the GoPasses.
Payment for the GoPasses is required before the Participant can issue GoPasses to its eligible users and its eligible users must fill out an online enrollment survey before receiving the GoPass.
Does the required enrollment survey ask for personal information?
The GoPass program requires its users to complete an online enrollment survey. The survey may require the GoPass participant name, GoPass user name, and e-mail address for tracking purposes and confirmation that the user agreed with the Use Acknowledgement terms and conditions. Except as required to administer the GoPass Program in accordance with this Agreement or as otherwise required by law, JPB agrees not to use or to discloseto third parties the personal information.
Can the cost of the GoPass be shared with the employee or student?
Yes. The GoPass Participant determines if and how much they want to charge their employee or student, so long as the price charged to GoPassrecipients is within the limits set forth in the GoPass agreement.
Does my organization need to purchase GoPass for the whole company?
No. Organizations can choose to enroll selected worksites rather than the entire company. Only employees assigned to those worksites are eligible for GoPass. Enrollment is required only for employees who reside in the following counties: Alameda, Contra Costa, Marin, Merced, Monterey, Napa, Sacramento, San Benito, San Francisco, San Joaquin, San Mateo, Santa Clara, Santa Cruz, Solano, Sonoma, Stanislaus, and Yolo.
If a company has employees working remote out of state, do those employees need to be included in headcount for the All-In program?
No, businesses don’t have to include them in their eligible user headcount.
If a company enrolled in the All-In program distributes unused GoPasses to its consultants/interns/part-time staff/contractors and it requires additional GoPasses for its eligible user headcount, may it purchase?
Yes. Additional GoPasses may be purchased.
If a company enrolled in the All-In program has multiple contracting agencies onsite, may the company decide to issue to staff from only one agency?
Yes, companies enrolled in the All-In program have this option.
What happens if I have unused GoPasses at the end of the year?
Unused GoPasses can be donated back to Caltrain’s Pass Forward program as a potential tax benefit and disseminated to underserved communities.
