Job Summary:

The Director of Information Technology and Telecommunications is responsible for the development, installation, security, and maintenance of information technology and telecommunication systems in support of bus and rail service and the associated administrative services. This includes but is not limited to provision of reliable data, voice, and wireless communication systems. Manages a team of professional and technical employees and oversees Consultant and Contracted service providers.

Examples of Functions and Duties:
  • Manages, coordinates, directs, and provides leadership in the development, implementation, operation, security, and maintenance of the information systems master plan including development, administration, and updating of all policies, procedures, and guidelines related to information systems and related technology.
  • Leads the Information Technology Department by planning, establishing, and administering policies and setting goals, conduct feasibility studies, and developing and/or modify information processing systems. Sets goals, mentors, and conducts timely and accurate performance appraisals for professional and technical staff.
  • Provides excellent customer service and professional assistance to all users and purchasers of information technology and telecommunications systems.
  • Develops and manages the capital and operating budgets for the Information Technology Department.
  • Manages, coordinates, directs, and provides technical guidance and leadership in the development, implementation, operation, and maintenance of all information technology infrastructure, including LANS, WANS, email, firewalls, internet, intranet, databases, and telecommunications. Develops and maintains the District’s information systems security plan and disaster recovery plan.
  • Solicits input and maintains a positive working relationship with all departments and divisions to determine the business needs of the organization and develops information technology solutions to meet those needs. Assesses user department service requests, negotiates timelines, and allocates staff to meet agreed upon goals in a timely and effective manner.
  • Develops, maintains, and updates all District standards for hardware, operating systems, databases, and software applications.
  • Establishes common design criteria for use of telecommunications and computer equipment for new construction projects, allowing SamTrans/Caltrain to invest wisely in system improvements and broaden communications with the public in order to keep and attract riders.
  • Designs, implements, and maintains network and computer security policies. Prepares a risk analysis and vulnerability assessment of the exiting network. Determine areas of weakness in the network topology, including integrated systems, and assist in planning, designing, specifying, and implementing solutions to control these weaknesses.
  • Performs other duties as assigned.

Supervision:

The Director, Information Technology and Telecommunications reports directly to the Deputy CEO, who establishes goals and objectives and evaluates performance. Supervises department staff and oversees the performance of contractors and/or consultants.

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Bachelor’s degree in computer science, information systems, or a closely related field, plus sufficient full-time supervisory or managerial level experience in information systems design, implementation, operations, and management. Bachelor’s degree can be substituted by any combination of formal education, technical training, or certification and/or relevant experience in the information technology field. Must possess excellent organizational, planning, and leadership skills and have the ability to effectively communicate complex technological concepts to non-technical people orally and in writing.

Safety Officer (Rail)

Job Summary:

This position is responsible for coordination and oversight of the safety and health activities associated with the safe operation and construction activities of the Caltrain system, maintenance of rail equipment and the right-of-way, to assure that all activities on and around the railroad are safe and compliant with local, state, and federal regulations.

Examples of Functions and Duties:
  • Coordinates the oversight of safety and health issues with Rail Transportation and Development staff, consultants, and contractors to monitor and assure compliance with local, state, and federal regulations. Develops relationships and serves as liaison with operating contractor personnel, local communities, and regulatory authorities or response agencies such as the NTSB, OSHA, FRA, CPUC, EPA, and various state and local agencies.
  • Assists with the development and implementation of specific safety and environmental programs for Rail Transportation, Development, and the Contract Operator. Acts as Chairman for the Caltrain Safety and Security Policy Committee and serves as a member on all project-specific Safety and Security Committees. Serves on the Caltrain System Modification Review Committee.
  • Conducts or supervises classes and training seminars for Rail Transportation, and Development staff, consultants, and contractors. Manages the Caltrain online training web site and maintains a database for regulatory required training records.
  • Manages the Caltrain/Samtrans TransitSafe database project. Monitors TransitSafe daily for hazard identification, open corrective actions, Safety and Security Certification progress, and overall well-being and functionality of the system.
  • In coordination with Rail Transportation and Development, prepares annual System Safety Program Plan updates, and in support of this function, must serve on the APTA Transportation Safety Committee. This position is responsible for the hosting of a triennial APTA System Safety Audit, and ensures that all recommended corrective actions are responded to. Provides guidance and advice and acts as a credible, supportive resource for safety, environmental, and industrial hygiene information.
  • Reviews current safety practices of contractors, consultants, construction teams/crews, and others. Organizes and conducts independent safety/compliance inspections and audits of operations and construction projects. Reviews injury and illness prevention programs and safety practices. Provides technical expertise in problem analysis to reduce accidents, injuries, and incidents, as well as resultant liability.
  • Performs other duties as assigned.

Supervision:

Works under the general supervision of the Director, Risk Management, who evaluates performance

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Sufficient full-time experience in industrial, construction, and/or environmental safety, including sufficient experience in the railroad industry. Must be physically able to inspect stations, equipment, right-of-way, and construction projects at variable times and in various weather conditions. Must be able to demonstrate proficiency in Railroad General Code of Operations, Maintenance of Way Book of Rules, and other applicable rules and regulations such as FRA rules covering safety, accident reporting, track structure, noise emissions, car, and locomotive standards, operating practices, alcohol and drug testing, locomotive safety and inspection, signal systems, and hazardous materials carriage. Must be computer literate in the following areas: Word, Excel, PowerPoint, and web building and database management. A Bachelor’s degree in a related field and prior direct Class 1 freight or commuter rail safety experience desirable. Must qualify on Caltrain Standard Procedures for Maintenance and Track Construction within 90 days of hire.
