Peninsula Rail Program

Caltrain and the California High-Speed Rail Authority have formed a partnership called the Peninsula Rail Program, which will jointly coordinate and facilitate improvements to Caltrain under Caltrain 2025 and bring high-speed rail to the Peninsula.

Since the preferred alignment for high-speed rail includes the Caltrain corridor, Caltrain 2025 and high-speed rail are intertwined. Therefore, the design solutions for both projects must take into account shared impacts and opportunities.

The agreement between the two agencies protects Caltrain’s operations and could provide billions of dollars to help fund the modernization and electrification of the railroad. It also marks the beginning of an extensive collaborative process with the communities along the corridor to determine the ultimate configuration of the railroad and high-speed rail.

Public Involvement & the Context Sensitive Solutions Process

The Peninsula Rail Program is using Context Sensitive Solutions, a proven, dynamic, two-way collaborative process, to support the active involvement of Peninsula communities in the planning and design of the California High-Speed Train project and Caltrain 2025.

Context Sensitive Solutions helps communities, stakeholders and project sponsors collaborate to achieve feasible solutions that meet community and project goals. The process offers an opportunity for the community and the design team to define key values, priorities, measures of success and context considerations. Mutually beneficial solutions are shaped through the design and environmental review process.

As part of the Context Sensitive Solutions process, the Peninsula Rail Program has developed a toolkit in order to broaden stakeholder involvement in shaping project alternatives by providing a methodical approach for information exchange. The toolkit offers techniques, processes and formats for community members and cities, homeowners, and transportation and resource agencies technical staff to communicate with the project team to shape desirable, feasible and achievable solutions for the corridor. More information and exercises will be added to the toolkit over the life of the project.
